I joined the Colonial service as an Assistant Engineer

on June 1st 1907 with a salary commencing at £360 per annum and arrived at the maximum of 2450 on January 1st 1914.

(a). kr. Duncan joined on May 22nd 1911 at a salary of

it £360 per annum and being temporary employed has received no

increase.

r. Duncan was given a special allowance of 2140 per

In view of the fact that neither special allowances nor duty pay are pensionable I respectfully contend that it is most unjust for the Government to consider in any way special allowances in preference to length of service in detemining seniority, more especially when men are on the temporary staff and if this principle is carried into execution it might so - seriously effect the members of the civil service, that there would be little chance of some of them ever gaining promotion..
